Power BI is part of Microsoft Fabric, but the two are not the same thing. Power BI provides the business intelligence and analytics layer, while Fabric adds capabilities for data integration, engineering, warehousing, data science and real-time analytics.

That does not mean every Power BI environment needs a full Fabric implementation.

For some organizations, Power BI can continue working perfectly well with an existing data warehouse, Azure environment or another data platform. Fabric becomes more relevant when the challenges start to extend beyond reporting and into the wider data architecture.

The useful question is not whether you can use Fabric, but where it actually adds value.
